DUTIES OF THOSE WHO BORROW (Law)
Borrower’s Responsibility to Repay Back to Owner
Borrower has a Duty to the Lender to Repay what he borrowed
Proverbs משלי (MaShaLey) 22:7
The rich ruleth over the poor, and the borrower is servant to the lender.
Borrower Must Replace Possession…
If it is stolen under his guardian
Exodus שמות (ShuMuTh) 22:12
And if it be stolen from him, he shall make restitution unto the owner thereof.
If it dies in his possession or gets hurt (owner was not there when it happened)
Exodus שמות (ShuMuTh) 22:14
And if a man borrow ought of his neighbour, and it be hurt, or die, the owner thereof being not with it, he shall surely make it good.
Owner is Responsible …
If the Owner Gives the Beast (or Possession) to guard and it dies or gets hurt or it runs away during his guardian. He is not considered to be a Borrower, therefore does not repay owner.
Exodus שמות (ShuMuTh) 22:10
If a man deliver unto his neighbour an ass, or an ox, or a sheep, or any beast, to keep; and it die, or be hurt, or driven away, no man seeing it: 11 Then shall an oath of יהוה (Yahuah) be between them both, that he hath not put his hand unto his neighbour’s goods; and the owner of it shall accept thereof, and he shall not make it good.
If it is damaged, by no fault of the Borrower
Exodus שמות (ShuMuTh) 22:13
If it be torn in pieces, then let him bring it for witness, and he shall not make good that which was torn.
If Owner is there during the use of the Goods, it is the Borrower is not Responsible

But if the owner thereof be with it, he shall not make it good: if it be an hired thing, it came for his hire.

Lending to the Poor
Exodus שמות (ShuMuTh) 22:25-27
[25] If thou lend money to any of my people that is poor by thee, thou shalt not be to him as an usurer, neither shalt thou lay upon him usury. [26] If thou at all take thy neighbour’s raiment to pledge, thou shalt deliver it unto him by that the sun goeth down:
[27] For that is his covering only, it is his raiment for his skin: wherein shall he sleep? and it shall come to pass, when he crieth unto me, that I will hear; for I am gracious.
Deuteronomy דברים (DaBaR’eyM) דברים (DaBaR’eyM) 24:10-13
[10] When thou dost lend thy brother any thing, thou shalt not go into his house to fetch his pledge.
[11] Thou shalt stand abroad, and the man to whom thou dost lend shall bring out the pledge abroad unto thee. [12] And if the man be poor, thou shalt not sleep with his pledge:
[13] In any case thou shalt deliver him the pledge again when the sun goeth down, that he may sleep in his own raiment, and bless thee: and it shall be righteousness unto thee before יהוה (Yahuah) thy Alaheym.
Lending with Charging an Interest (Usury)
Deuteronomy דברים (DaBaR’eyM) 23:19-20
[19] Thou shalt not lend upon usury to thy brother; usury of money, usury of victuals, usury of any thing that is lent upon usury:
[20] Unto a stranger thou mayest lend upon usury; but unto thy brother thou shalt not lend upon usury: that יהוה (Yahuah) thy Alaheym may bless thee in all that thou settest thine hand to in the land whither thou goest to possess it.
RELEASING THE BORROWER AFTER 7 YEARS (Law)
Deuteronomy דברים (DaBaR’eyM) 15:1-11
[1] At the end of every seven years thou shalt make a release.
[2] And this is the manner of the release: Every creditor that lendeth ought unto his neighbour shall release it;he shall not exact it of his neighbour, or of his brother; because it is called the יהוה (Yahuah)’s release.
[3] Of a foreigner thou mayest exact it again: but that which is thine with thy brother thine hand shall release;
[4] Save when there shall be no poor among you; for יהוה (Yahuah) shall greatly bless thee in the land which יהוה (Yahuah) thy Alaheym giveth thee for an inheritance to possess it:
[5] Only if thou carefully hearken unto the voice of יהוה (Yahuah) thy Alaheym, to observe to do all these commandments which I command thee this day.
[6] For יהוה (Yahuah) thy Alaheym blesseth thee, as he promised thee: and thou shalt lend unto many nations, but thou shalt not borrow; and thou shalt reign over many nations, but they shall not reign over thee.
[7] If there be among you a poor man of one of thy brethren within any of thy gates in thy land which יהוה (Yahuah) thy Alaheym giveth thee, thou shalt not harden thine heart, nor shut thine hand from thy poor brother:
[8] But thou shalt open thine hand wide unto him, and shalt surely lend him sufficient for his need, in that which he wanteth.
[9] Beware that there be not a thought in thy wicked heart, saying, The seventh year, the year of release, is at hand; and thine eye be evil against thy poor brother, and thou givest him nought; and he cry unto יהוה (Yahuah) against thee, and it be sin unto thee.
[10] Thou shalt surely give him, and thine heart shall not be grieved when thou givest unto him: because that for this thing יהוה (Yahuah) thy Alaheym shall bless thee in all thy works, and in all that thou puttest thine hand unto.
[11] For the poor shall never cease out of the land: therefore I command thee, saying, Thou shalt open thine hand wide unto thy brother, to thy poor, and to thy needy, in thy land.
